All quests where you hand in items are broken in the manner that the quest gives all items back to you which currently allows you to chain hand in quests for rewards.

The cruels quest for vampire fangs was looping and gave 1-2 levels per loop. My mage is now lvl 53 with lvl 35 spells since it seems you havent dded spells past that point yet.
